Snap/EBT Setup: : Open Your Market to Every Family

SNAP/EBT authorization connects your farm store to millions of Americans, expands your customer base,

and strengthens your legal standing with the USDA.

EBT Isn’t Just Payment - It’s Federal Recognition

By becoming a SNAP retailer, your farm store:

  • Gains federal legitimacy through USDA Food & Nutrition Service (FNS).

  • Expands your customer base to include families who rely on SNAP.

  • Builds community trust by serving everyone in your area.

“EBT bridges the gap - making fresh, local food accessible to all.”

What You Need to Qualify

To be authorized as a SNAP retailer, your store must meet one of two standards:

  • Staple Variety Test: Offer at least 3 varieties in each of 4 staple food categories:

    1. Meat, poultry, or fish

    2. Dairy

    3. Bread or cereals

    4. Fruits or vegetables
(At least 2 categories must include perishables)

  • Staple Sales Test: More than 50% of your total sales come from staple foods.

Highlight Box:

Most farm markets easily qualify - if they already sell meat, dairy, produce, and grains.

How to Apply for SNAP/EBT

Step-by-Step List:

  1. Apply Online – Submit your application at the USDA FNS SNAP Retailer website.

  2. Submit Documentation – Provide ownership, business license, tax ID, and store photos.

  3. Interview & Review – FNS may request an interview or inspection visit.

  4. Approval – If approved, you’ll be issued a SNAP retailer number.

  5. Install POS System – Get an EBT-compatible terminal to accept cards.

Running Your Store the Right Way

Once approved, you must follow SNAP rules:

  • Accept EBT for eligible foods (meat, dairy, produce, grains).

  • Do not charge higher prices to SNAP customers.

  • Do not add extra fees or restrictions.

  • Maintain proper records and receipts.

  • Cooperate with audits and compliance reviews.

Highlight Box:

✔ Serve SNAP customers the same as any other customer.

Setting Up Your POS System

  • USDA contracts cover the cost of basic EBT terminals for many small retailers.

  • You may also integrate EBT with your existing POS system.

  • Some states offer grants or support for farmers markets adopting EBT.

“Technology isn’t a barrier - getting set up for EBT is easier than you think.”

Why EBT Builds Stronger Communities

By accepting EBT, your farm store:

  • Gives low-income families access to high-quality, local food.

  • Keeps food dollars circulating in the local economy.

  • Strengthens your role as a trusted, federally recognized food source.

EBT + Retail Exemption = Freedom and Legitimacy

Combine USDA’s retail exemption with SNAP/EBT authorization, and you’ve built a legally solid, community-serving model that corporations can’t take away.
